It was driving me mad until Mustang posted this fix on the ED forums:

To cut a long story short, in 1.5.3 they have substantially changed some of the values for each graphical setting. Just to name one example: in "medium" settings the "waterNearDistance" has gone up from 6,000 to 20,000

Mustang's files revert it to the old settings.

I'll also note they still haven't fixed SLI (well for some of us) either.
